Oh, the joys of bureaucracy! The EU's Cyber Solidarity Act, a bill designed to be the cyber equivalent of a neighborhood watch, is stuck in the mud. The idea is to have a 'Cyber Reserve' of certified geek squads ready to swoop in and save the day when big cyber attacks hit.
